About Vermont Forensic Assessment

Dr. Thomas Powell is a licensed clinical psychologist practicing in Shelburne, Vermont. He earned his Ph.D. in clinical psychology from the University of Vermont. He has been involved in the evaluation, management and treatment of criminal offenders for 29 years. He has published on topics related to mental illness among incarcerated populations, risk assessment, trauma, and offender treatment approaches. He has presented at numerous conferences and trains criminal justice personnel in the use of evidence-based assessment protocols. He is on the faculty of the Masters in Forensic Psychology program at Castleton State College.

Dr. John Holt provides a wide range of services to clients in the juvenile and adult justice systems. He earned his Ph.D. in clinical psychology from the University of Vermont. He conducts psychological evaluations and risk appraisals of adolescents and adults in residential and community settings, consults extensively with the Vermont correctional system, and conducts research through the University of Vermont. He is currently the principal investigator for the Department of Corrections' Workforce Development project. Between 2000 and 2003 Dr. Holt served as the corrections mental health services administrator for Matrix Health Systems. He has extensive management and administrative experience, including complex quality assurance initiatives.
